The Office of Small and Medium Enterprises (OSME) in the Public Works and Government Services Canada (PWGSC) manages the ‘Build in Canada Innovation Program (BCIP)’, which helps companies bridge the pre-commercialization gap by procuring and testing late stage innovative goods and services within the federal government by: • Awarding contracts to entrepreneurs with pre-commercial innovations through an open, transparent, competitive and fair procurement process. • Testing and providing feedback to these entrepreneurs on the performance of their goods and services. • Providing innovators with the opportunity to enter the marketplace with a successful application of their goods and services. In July 2015, BCIP introduced two significant improvements that will help both Canadian companies who are trying to get their pre-commercial innovations to market, and federal organizations who are seeking opportunities to test innovations in their operational environments. • The BCIP is now accepting proposals on a continuous basis. Canadian companies with pre-commercial innovations can submit their proposals any time throughout the year, as soon as their innovation is ready to be tested; innovators will not have to wait for the next Call for Proposals to be released. • Canadian companies who have been awarded BCIP contracts will be able to sell more of their pre-qualified innovations for further testing, not only to their existing testing partner, but also to other interested federal organizations. In addition to BCIP, OSME advocates on behalf of SMEs and encourages their participation in federal government procurement. OSME helps SMEs understand how the government buys goods and services through the following information services: • Buyandsell.gc.ca provides access to federal procurement information and open data including bid opportunities (tenders) including BCIP, standing offers and supply arrangements, and contract history; • Free seminars and webinars and one-on-one sessions to assist suppliers in understanding federal procurement; • OSME has a network of six regional offices across Canada.
